S. 2863 — RRLEF Act of 2025

This section amends eligibility requirements for Edward Byrne Memorial Justice Assistance Grant Program (Byrne JAG) grants—block grants to states and localities for law enforcement, prosecution, courts, corrections, crime prevention, drug treatment, mental health, and victim services—by requiring applicants to certify that they and their grantees or subgrantees will not transfer firearms to or purchase firearms from a "covered licensed dealer," defined as a federal firearms licensee (FFL) to whose business the ATF National Tracing Center traced at least 25 firearms with a short time-to-crime (i.e., recovered in a crime within three years of retail sale) in at least two of the three prior calendar years, as listed by ATF under this section. The section further directs the ATF Director, within 120 days of enactment and annually thereafter, to (1) notify state or local law enforcement agencies if a firearm they transferred was used or suspected of use in a crime, per National Tracing Center data; and (2) publish online a list of all covered licensed dealers. Finally, the section repeals ongoing prohibitions—enacted in annual appropriations acts from FY2003 through FY2012 (Public Laws 108-7, 108-447, 109-108, 110-161, 111-8, 111-117, and 112-55, codified as notes to 18 U.S.C. 923)—on using appropriated funds for public disclosure of ATF firearms trace or purchase data beyond limited exceptions (e.g., to law enforcement), by limiting those provisos to their original fiscal years only.
