S. 2884 — China Military Power Transparency Act of 2025

This section extends the requirement for the annual Department of Defense report on military and security developments involving the People's Republic of China through January 31, 2030 (from January 31, 2027) and modifies the matters to be included in the report as follows: (1) expands coverage under para. (3)(C) to explicitly include nuclear and drone development cooperation; (2) expands para. (7)(A) to include foreign farmland acquisitions among Chinese overseas investments or projects; (3) expands para. (8)(A) to address the likely role of Chinese cyber capabilities in a conflict with the United States; (4) expands para. (9)(B) to cover biotechnology and other advanced and emerging technologies (from other advanced technologies); and (5) adds para. (10)(B) requiring assessment of the People's Liberation Army's likely strategic intent in a conflict over Taiwan and how the People's Republic of China would conduct a cyber-enabled economic warfare campaign, a cross-strait invasion campaign, or a blockade campaign.
