This section designates the Route 66 National Historic Trail—encompassing all alignments of U.S. Highway 66 in existence from 1926 to 1985 along an approximately 2,400-mile route from Chicago, Illinois, to Santa Monica, California, as generally depicted on map numbered P26/141,279 and dated December 2017—as a national historic trail. The Secretary of the Interior shall administer the trail in a manner that respects its idiosyncratic nature, including conducting tribal consultation consistent with Executive Order 13175 for activities with substantial direct impacts on affected tribes. Land acquisition for the trail is prohibited without owner consent outside federally managed areas, limited to an average of 1/4 mile on either side of the trail, and barred via eminent domain or condemnation. The designation creates no buffer zones (i.e., outside activities visible, audible, or detectable from the trail remain unregulated); imposes no limits on energy development, production, transportation, or transmission; preserves existing federal, state, and local authorities to grant easements or rights-of-way; requires no new federal permits or authorizations; and does not classify trail lands as part of the National Park System for purposes of mineral leasing restrictions.
