S. 2888 — SPACEPORT Act

This section modifies the space transportation infrastructure grants program (i.e., Department of Transportation grants to public sponsors for projects such as construction and engineering of commercial launch and landing facilities) by (1) expanding the definition of public agency to include airport authorities; (2) limiting project grants to 90% of total costs, with a waiver available if in the national interest; (3) revising eligibility criteria to address civil, national security, and commercial space transportation needs, replacing "contributions" with "support," assessing project impacts on government launch range operations, requiring the Secretary to develop specific project selection criteria, and mandating consultations with the Secretaries of Defense and Commerce, NASA Administrator, and other agency heads; (4) requiring a report to Congress, due not later than two years after enactment and in consultation with specified agencies, evaluating space transportation demand, providing policy and funding recommendations, and assessing international competitiveness, with updates due not later than six years after enactment and every four years thereafter; (5) authorizing appropriations of not more than $10 million annually; and (6) amending the chapter heading to "Space Transportation Infrastructure Modernization Grants."
