S. 29 — Sunshine Protection Act of 2025

This section repeals the seasonal daylight saving time requirement under Section 3 of the Uniform Time Act of 1966 (15 U.S.C. 260a(a)), which advanced standard time by one hour from 2 a.m. on the second Sunday in March through 2 a.m. on the first Sunday in November each year. The section further amends the Calder Act (15 U.S.C. 261(a)) to advance standard time zone offsets from Greenwich mean time by one hour across all zones (e.g., Eastern from 5 hours behind to 4 hours behind; Central from 6 hours to 5 hours; Mountain from 7 hours to 6 hours; Pacific from 8 hours to 7 hours; and similarly for other zones through 11 hours) and allows states or areas previously exempt from daylight saving time to select either the prior standard time or the newly advanced standard time. (Thus, daylight saving time becomes the year-round standard time nationwide, eliminating biannual clock changes, subject to exemptions.)
