S. 2909 — Seasonal Agriculture CDL Modernization Act

This section directs the Secretary of Transportation, not later than one year after enactment, to revise regulations governing restricted commercial driver's licenses (CDLs)—which allow agricultural workers and farm-related service industry employees (e.g., custom harvesters, ag retailers) to operate commercial motor vehicles under limited conditions without a full CDL—as follows: (1) authorize states to develop online registration and renewal systems for seasonal restricted CDLs when other program requirements are met; and (2) clarify that implements of husbandry (i.e., vehicles or equipment designed exclusively for agricultural operations) are not commercial motor vehicles and are exempt from gross combination weight rating or gross combination weight calculations. (Thus, this streamlines license renewals for eligible employees and removes certain CDL barriers for ag equipment operators.)
