S. 2917 — Safety Funding Parity Adjustment Act of 2025

This section directs the Secretary of Transportation, effective October 1, 2026, to adjust funding for state highway safety programs under 23 USC 402 (i.e., formula grants to states to reduce traffic crashes, deaths, injuries, and property damage) and safety incentive grant programs under 23 USC 405 (i.e., performance-based grants for measures such as seat belt use and impaired driving prevention) prior to apportionment, based on year-over-year changes and excluding certain transfers to section 402. The adjustments apply only in specified cases—(1) when both programs increase but the percentage increase in section 402 funding is less than four times the percentage increase in section 405 funding, requiring a proportionate reduction in section 405 funding added to section 402 funding to achieve a 4:1 ratio; or (2) when section 405 funding increases but section 402 funding does not (i.e., remains below prior-year levels), requiring a transfer from section 405 to section 402 either of the full section 405 increase (if insufficient to restore section 402 funding) or a proportionate amount to achieve a section 402 percentage increase that is four times the section 405 percentage increase (if the increase exceeds restoration needs). No adjustments apply if section 402 funding increases at least four times the section 405 increase, if only section 402 increases, or if neither increases. (Thus, the provision prioritizes funding growth and stability for general state highway safety programs over safety incentive grants.)
