§3.Program of payments to teaching health centers that operate graduate medical education programs
This section amends the Teaching Health Center Graduate Medical Education (THCGME) Payment Program—under which the Department of Health and Human Services (HHS) Secretary makes payments to qualified teaching health centers for direct and indirect expenses associated with maintaining, expanding, or establishing approved graduate medical residency training programs, with priority for those serving health professional shortage areas, medically underserved communities, or rural areas—by (1) establishing a minimum direct expense per resident amount of $170,000 for FY2026, increasing by $10,000 for FY2027 and each fiscal year thereafter; and (2) appropriating funds as follows: $892,500,000 for FY2026; $1,890,000,000 for FY2027; $2,992,500,000 for FY2028; $3,150,000,000 for FY2029; $3,307,500,000 for FY2030; $3,465,000,000 for FY2031; $3,622,500,000 for FY2032; $3,780,000,000 for FY2033; $3,937,500,000 for FY2034; and $4,095,000,000 for FY2035. (Thus, total payments are capped annually by these appropriations, with the Secretary limiting full-time equivalent resident slots accordingly.)
