This section directs the Secretary of Transportation, not later than 18 months after enactment, to complete a study assessing the potential and existing use of pipelines constructed with composite materials to safely transport hydrogen and hydrogen blended with natural gas. In conducting the study, the Secretary must consider (1) commercially available composite pipeline materials, (2) completed or ongoing tests and data available to the Secretary or other federal agencies, and (3) recommended standards, including consensus standards, and federal agency authorizations relating to such materials. To ensure public participation, the Secretary must hold a pre-completion public meeting with stakeholders; release a draft study for at least 60 days of public comment and address substantive comments in the final study; and, not later than 60 days after the comment period closes, hold a post-completion public meeting to present study findings and responses to comments. Not later than 18 months after that meeting, the Secretary must initiate a rulemaking, including issuance of a notice of proposed rulemaking, to allow the use of composite materials for pipeline transportation of hydrogen and hydrogen-natural gas blends.
