S. 2991 — Connor’s Law

This section requires operators of commercial motor vehicles to read and speak the English language sufficiently (1) to converse with the general public, (2) to understand highway traffic signs and signals in English, (3) to respond to official inquiries, and (4) to make entries on reports and records, codifying into statute a requirement previously established by regulation (49 CFR 391.11(b)(2)). The section further declares that any such operator determined by an enforcement officer to be noncompliant with that regulation shall be placed out of service, with a rule of construction clarifying that this does not affect other out-of-service orders issued under federal law or the North American Standard Out-of-Service Criteria.
