S. 2996 — Hiring Preference for Veterans and Americans With Disabilities Act

This section authorizes state and local jurisdictions, when hiring election workers to administer elections, to (1) give preference to veterans or individuals with a disability (defined as an individual with an impairment substantially limiting major life activities); and (2) give preference to nonresident military spouses or dependents (defined as absent uniformed services voters under 52 U.S.C. 20310(1)(C), i.e., spouses or dependents absent from their residence due to a service member's active duty or merchant marine service) and waive residency requirements for them (i.e., prohibiting refusal to hire solely due to lack of residence in the jurisdiction). The section takes effect on the date of enactment.
