S. 3000 — FRAUD in VA Disability Exams Act of 2025

This section directs the Secretary of Veterans Affairs to identify fraudulent activity in the submittal of disability benefit questionnaires (DBQs)—standardized forms used to document medical evidence for VA disability compensation claims, regardless of origin—and report suspected fraud to investigatory bodies, including the VA Office of the Inspector General (OIG). It requires the Secretary to (1) establish a process for claim processors to identify and report suspected DBQ fraud; (2) conduct recurring audits of submitted DBQs; and (3) notify individuals whose DBQs raise fraud suspicions. The section further authorizes the VA OIG to use any applicable federal inspector general authorities for investigations; prohibits the Secretary from reopening or changing benefit decisions based on such investigations unless the individual is convicted of fraud by a court; and requires annual reports to the Senate and House Committees on Veterans' Affairs on implementation.
