S. 3006 — Youth Prevention and Recovery Reauthorization Act of 2025

This section revises the youth prevention and recovery grant program under the SUPPORT for Patients and Communities Act, which provides grants to local educational agencies (LEAs), Indian Tribes, and others to prevent substance misuse and support recovery among youth in schools (including through mentoring, training, and early intervention). Specifically, it (1) expands eligibility under grants to include consortia of LEAs and secondary schools (from high schools only) and cross-references statutory definitions of secondary school, Indian Tribe, and Tribal organization; (2) modifies terminology throughout to emphasize substance misuse prevention (striking references to "abuse") and peer-to-peer support (from peer mentoring); (3) requires grant recipients to include a plan for sustaining activities after the grant period; (4) reauthorizes the program through 2028 (from 2022); and (5) authorizes appropriations of $10 million for FY2026, $12 million for FY2027, $13 million for FY2028, $14 million for FY2029, and $15 million for FY2030.
