S. 3007 — Diesel Truck Liberation Act of 2025

This section prohibits all federal requirements—inclusive of the Clean Air Act (CAA) and related regulations—for manufacturers, importers, or distributors of motor vehicles or engines to install, certify, or maintain emissions control devices or onboard diagnostic systems. It (1) bars the EPA Administrator from promulgating or enforcing such requirements, (2) eliminates civil or criminal liability for any person or entity related to manufacturing, selling, importing, purchasing, using, or modifying such vehicles or engines lacking those devices, (3) repeals all related CAA or other federal regulations, and (4) vacates prior criminal imprisonment penalties and expunges records of related criminal or civil liability. (Thus, motor vehicles may legally operate without emissions controls, exempting them from CAA title II standards that limit pollutants such as nitrogen oxides, hydrocarbons, carbon monoxide, and particulate matter to protect public health and air quality.)
