This section establishes in a new 5 U.S.C. §425 requirements for officers, employees (including agency heads and political appointees), grant recipients (and subgrantees), and contractors (and subcontractors) of covered agencies—i.e., executive branch establishments and designated federal entities—to comply within 60 days with covered Inspector General requests for information, access, or assistance under IG Act section 406 (excluding statutorily limited or prohibited requests). (Thus, non-compliers may be subject to administrative discipline at agency head or presidential discretion, including removal, suspension without pay, or adverse contract actions; Inspectors General must notify specified congressional committees and agency heads within 30 days of non-compliance, including details on the non-complier, request date, and subject matter.) The section further directs agency heads to issue written personnel directives within 30 days of enactment specifying these requirements and makes a conforming amendment to the table of sections for 5 U.S.C. ch. 4.
