S. 3031 — Keep America Flying Act of 2026

This section provides continuing appropriations for fiscal year 2026 to maintain standard rates of pay, allowances, pay differentials, benefits, and other payments for air traffic controllers and other essential operational personnel of the Federal Aviation Administration, employees of the Transportation Security Administration engaged in screening operations or aviation security duties, and contractors supporting such personnel, for the period beginning October 1, 2025, during which interim or full-year appropriations are not in effect. Expenditures are charged to the applicable appropriation, fund, or authorization upon its subsequent enactment into law.

This section terminates the availability of appropriations and funds made available, and authority granted, pursuant to this Act upon the earliest of the enactment into law of an appropriation (including a continuing appropriation) for any purpose for which amounts are made available in section 2, the enactment into law of the applicable regular or continuing appropriations resolution or other Act without any appropriation for such purpose, or September 30, 2026.
