This section states Congress's finding that expanding natural gas exports will lead to increased investment and development of domestic natural gas supplies, contributing to job growth and economic development. It revises the expedited application and approval process in section 3(c) of the Natural Gas Act (15 U.S.C. 717b(c))—under which such imports or exports are deemed consistent with the public interest and granted without modification or delay—to (1) extend the process to exports of natural gas to any nation not excluded by the section (from nations with which there is in effect a free trade agreement requiring national treatment for trade in natural gas), (2) exclude from the process any nation subject to U.S. sanctions or designated by the President or Congress for exclusion on national security grounds, and (3) eliminate the requirement for a Commission order under subsection (a) to authorize exports or imports of natural gas to or from Canada or Mexico.
