S. 3036 — Chinese Communist Party SDR Exchange Prohibition Act of 2025

This section prohibits the Secretary of the Treasury from engaging in any transaction involving the exchange of Special Drawing Rights (SDRs)—an International Monetary Fund (IMF) reserve asset held by member countries, including China—issued by the IMF and held by the Chinese Communist Party. It further directs the Secretary to (1) advocate that IMF member countries issuing freely usable currencies (e.g., U.S. dollar, euro) prohibit such exchanges and (2) instruct the U.S. Executive Director of the IMF to oppose any SDR allocation to the Chinese Communist Party. The President may waive these requirements if determined to be in the national interest of the U.S., with notification and justification to Congress, and the provision terminates after five years from enactment or upon a similar presidential determination reported to Congress.
