S. 3037 — No AliPay Act of 2025

This section prohibits a United States person from conducting a financial transaction with AliPay (China) Internet Technology Company Limited, including by using any application or payment processing service operated by AliPay. It defines United States person to include U.S. nationals, permanent resident aliens, entities organized under U.S. law (including foreign branches), and individuals physically present in the U.S., and financial transaction to include any transaction affecting interstate or foreign commerce involving the movement of funds by wire or other means, one or more monetary instruments, or the use of a financial institution.
