S. 3040 — Edith Nourse Rogers STEM Scholarship Opportunity Act of 2025

This section modifies eligibility and priority criteria for the Edith Nourse Rogers STEM Scholarship, which provides up to nine months of additional Post-9/11 GI Bill benefits to eligible veterans, servicemembers, and dependents pursuing STEM degrees or specified clinical training or teaching certification programs. Specifically, it (1) eliminates the requirement that eligible individuals have used or will use all their chapter 33 educational assistance within 180 days of applying; (2) reduces the minimum credit hours completed toward an undergraduate STEM degree from 60 semester hours (or 90 quarter hours) to 45 semester hours (or 67.5 quarter hours); (3) revises selection priority, if funds are insufficient, to first provide benefits to individuals who have used the most months of entitlement and to those pursuing postsecondary education with a declared major in a covered STEM field, followed by prior priorities; and (4) requires that scholarship benefits be used only after the individual has exhausted all chapter 33 educational assistance.
