This section appropriates for FY2026, from any money in the Treasury not otherwise appropriated, such sums as necessary to the head of each agency (including District of Columbia public employers) that experienced a lapse in appropriations during the covered period (October 1, 2025, through the date of enactment) to provide standard employee compensation (i.e., regular basic pay, allowances, differentials, benefits, and other payments) to covered individuals (i.e., agency employees, supporting contractors, and members of the Armed Forces, including reservists, who did not receive full compensation due to the lapse or were furloughed). Agencies must provide these payments as soon as practicable but no later than seven days after enactment, as if the individuals had worked throughout the period regardless of furlough status (with retroactive effect as of September 30, 2025). Funds are available solely for this purpose, may not be transferred or reprogrammed, are subject to the terms of the Full-Year Continuing Appropriations and Extensions Act, 2025 (P.L. 119-4), and must be charged to applicable future appropriations.
