S. 3051 — PARTNERS Act

This section states the policy of the United States to counter transnational criminal organizations (TCOs) through military capacity building and security cooperation with Mexico. It directs the Secretary of Defense, in consultation with the Secretary of State and with the agreement of the Government of Mexico, to submit to the appropriate congressional committees (i.e., Armed Services, Foreign Relations/Affairs, and Appropriations Committees of the Senate and House) not later than 180 days after enactment a plan for a pilot program of joint training in the United States between the Armed Forces of Mexico and U.S. Armed Forces on tactics, techniques, and procedures to counter TCOs, including (1) rotary-wing aircraft operations and (2), in consultation with civilian agencies, joint network analysis, counter threat financing, counter illicit trafficking (i.e., narcotics, weapons, humans, and natural resources), and assessments of key TCO nodes. The section requires the Secretary of Defense to begin implementing the pilot program not later than 15 days after plan submission.
