This section directs the Administrator for Nuclear Security to develop, within 90 days of enactment, a plan to (1) accelerate and modernize Material Staging Capabilities to replace aged, over-subscribed facilities in the nuclear security enterprise (i.e., National Nuclear Security Administration facilities that maintain the nuclear weapons stockpile), including all phases and cost estimates; and (2) accelerate near-term Critical Decisions milestones in FY2026. The section requires the Administrator to execute the plan concurrently with an infrastructure modernization program for high explosives capabilities, including continued construction of the High Explosives Synthesis Formulation and Production facility (21-D-510), and to brief the Senate and House Armed Services and Appropriations Committees on the plan within 180 days of enactment.
