This section directs the Secretary of Agriculture to provide one-time payments, not later than 90 days after enactment, to eligible agricultural producers (i.e., persons actively engaged in farming with an invested interest in input expenses for covered commodities, specialty crops, livestock, or poultry) for necessary expenses related to losses of revenue, quality, or production of those commodities. The section defines key terms—including covered commodity (as defined in existing law, produced for harvest, haying, grazing, silage, or similar purposes), livestock (as defined in 29 CFR 780.120), poultry (domestic fowl produced for meat or eggs), and specialty crop (as defined in existing law, produced for food or medicinal purposes)—authorizes the Secretary to establish payment terms and conditions, and appropriates $20 billion out of qualifying tariff proceeds (i.e., general fund revenues from duties imposed after January 20, 2025) for FY2026, to remain available until expended.
