This section establishes automatic appropriations for FY2026 and subsequent fiscal years, out of any money in the Treasury not otherwise appropriated, to fund standard rates of pay, allowances, pay differentials, benefits, and other regular payments for covered individuals (i.e., employees of executive, legislative, or judicial branch agencies; contractors supporting those employees; and active-duty Armed Forces members) during periods without interim continuing or full-year appropriations for their agencies. (Thus, these funds ensure continued pay for federal personnel during potential government shutdowns.) Such appropriations terminate upon enactment of agency appropriations either providing or not providing for those purposes, may not be obligated if continuing appropriations for those purposes are in effect, must be charged to applicable appropriations once enacted, and apply retroactively as if enacted on September 30, 2025.
