S. 3071 — Keep SNAP and WIC Funded Act of 2025

This section appropriates such sums as necessary for FY2026, during any period without enacted appropriations for the Department of Agriculture, to disburse uninterrupted benefits under the Supplemental Nutrition Assistance Program (SNAP, i.e., food assistance for low-income households), consolidated block grants under section 19 of the Food and Nutrition Act of 2008 (i.e., aid to Puerto Rico, American Samoa, and other territories), and the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC, i.e., supplemental foods and nutrition education for at-risk pregnant, postpartum, and breastfeeding women, infants, and children up to age 5). The funding applies retroactively from September 30, 2025, to the date of enactment and reimburses state agencies for costs incurred during any lapse, provided they operated the programs in accordance with federal law. Appropriations terminate upon enactment of FY2026 Department of Agriculture appropriations or September 30, 2026, whichever is earlier, and are charged to applicable future appropriations.
