S. 3073 — Pay Our Capitol Police Act

This section provides continuing appropriations for the U.S. Capitol Police for FY2026, out of any money in the Treasury not otherwise appropriated, during any period without interim or full-year appropriations. The funding covers salaries (including overtime, hazardous duty pay, and benefits), for Capitol Police members determined by the Chief to be excepted employees or performing emergency work—as defined by the Office of Personnel Management—and related civilian and contractor support; such funding may not be used if separate continuing appropriations are in effect for these purposes and must be charged to applicable future appropriations when enacted.

This section terminates the availability of appropriations, funds, and authority provided by this Act upon the first to occur of (1) enactment of Capitol Police appropriations through September 30, 2026 (including continuing resolutions) for any purpose funded in section 2; (2) enactment of legislative branch appropriations through September 30, 2026 (including continuing resolutions) without appropriations for such purposes; or (3) September 30, 2026.

This section establishes an effective date for the Act as if enacted on October 1, 2025. The section further requires payments of pay and allowances appropriated under section 2 for the period beginning October 1, 2025, and ending the day before enactment to be provided as soon as practicable after the date of enactment.
