S. 3075 — Strengthening Rural Cooperatives and Communities Act

This section reauthorizes rural cooperative development grants—under which USDA awards grants to nonprofit organizations to establish or expand centers providing technical assistance for starting, improving, or sustaining rural cooperatives—through 2029 (from 2023). The section also (1) defines "cooperative development" to mean activities such as outreach, education, training, and technical assistance supporting the startup, expansion, or sustainability of cooperatives; (2) requires maximum points in scoring criteria for grant applicants satisfying specified plan requirements; (3) makes mandatory a provision previously subject to the Secretary's discretion as to program interests; (4) requires analysis of research data on cooperatives with inclusion in annual reports; and (5) requires the interagency working group on cooperatives to submit to Congress, within 180 days of enactment and annually thereafter, reports describing its activities.
