S. 3078 — Social Security Emergency Inflation Relief Act

This section directs the Secretary of the Treasury to disburse additional monthly payments of $200, from January 1, 2026, through June 30, 2026, to eligible recipients of (1) monthly insurance benefits under title II of the Social Security Act (excluding certain representative payee and disability reviews), (2) annuities or pensions under the Railroad Retirement Act of 1974 (excluding certain supplemental annuities), (3) specified veterans compensation or pension payments under listed sections of title 38, U.S. Code, (4) civil service retirement annuities under 5 U.S.C. chapter 83 subchapter III, or (5) SSI cash benefits under specified Social Security Act sections. Eligibility requires residence in one of the 50 states, the District of Columbia, Puerto Rico, Guam, the United States Virgin Islands, American Samoa, or the Northern Mariana Islands (based on address of record); provides for only one payment per month regardless of multiple benefit types; and excludes individuals with suspended or reduced benefits for specified reasons (e.g., incarceration, fugitive status) or whose death occurs before certification. The Commissioner of Social Security, in coordination with the Railroad Retirement Board, Secretary of Veterans Affairs, and Director of the Office of Personnel Management, must certify payments for electronic delivery (using existing program accounts) no later than 30 days after enactment and send notices to recipients detailing eligibility, amount, and delivery method.
