S. 3082 — American Shores Protection Act of 2025

This section states the sense of Congress supporting the withdrawal of certain areas of the United States Outer Continental Shelf from leasing disposition, as described in the Presidential memorandum entitled “Memorandum on Withdrawal of Certain Areas of the United States Outer Continental Shelf From Leasing Disposition” and dated September 8, 2020.

This section prohibits the Secretary of the Interior from issuing leases or other authorizations for oil or natural gas exploration, development, or production in specified outer Continental Shelf areas off the coasts of Florida, Georgia, and South Carolina from the date of enactment through June 30, 2032, including (1) areas of the Eastern Gulf of Mexico referred to in section 104(a) of the Gulf of Mexico Energy Security Act of 2006 (previously protected from new leasing); (2) the South Atlantic Planning Area; and (3) the Straits of Florida Planning Area, as depicted in the 2024–2029 National Outer Continental Shelf Oil and Gas Leasing Proposed Final Program. (Thus, the prohibition does not affect rights under leases issued before enactment.)
