S. 3090 — No Nuclear Testing Act of 2025

This section prohibits the obligation or expenditure of funds authorized for FY2026 or prior fiscal years (if available for obligation on the date of enactment) for conducting or preparing any explosive nuclear weapons test that produces a yield. Subsection (b) clarifies that the prohibition does not limit nuclear stockpile stewardship activities consistent with the zero-yield standard and other legal requirements. (Thus, the U.S. maintains its longstanding policy against nuclear explosive testing while allowing subcritical and other non-explosive tests to ensure the safety, reliability, and effectiveness of the nuclear stockpile.)
