S. 313 — Stop Funding Global Terrorists Act of 2025

This section prohibits the United States from making voluntary or assessed contributions to the United Nations for assistance in Afghanistan until the Secretary of State certifies to the appropriate congressional committees—defined as the Senate Committees on Foreign Relations and Appropriations and the House Committees on Foreign Affairs and Appropriations—that (1) no U.S. funds are used in cash shipments by the United Nations into Afghanistan; (2) no specially designated global terrorist organization, as designated under Executive Order 13224 (relating to blocking property and prohibiting transactions with persons who commit, threaten to commit, or support terrorism), receives funds as a result of such cash shipments; and (3) no foreign terrorist organization, as designated by the Secretary under section 219 of the Immigration and Nationality Act (8 U.S.C. 1189), receives funds as a result of such cash shipments. The section further requires the Secretary to revoke any such certification if determined to be inaccurate, notify the appropriate congressional committees of the revocation, and provide a detailed justification.
