S. 3130 — Veterans TBI Adaptive Care Opportunities Nationwide Act of 2025

This section establishes the TBI Innovation Grant Program to award grants to eligible entities (i.e., nonprofits, academic institutions researching TBI, non-VA neurorehabilitation providers, or other appropriate entities) for developing, implementing, and evaluating neurorehabilitation treatments for chronic mild traumatic brain injury (mTBI) in veterans through prospective randomized control trials. Grantees must use funds for patient-centered non-pharmacological therapies, clinical studies to improve mental health outcomes and reduce suicidality and substance use disorders, clinician training and veteran outreach, and partnerships with VA facilities and others; grants are limited to $5,000,000 per fiscal year per entity, with priority for experienced entities. The program terminates at the end of the three-year period beginning on the date of enactment; requires annual grantee reports, VA oversight and evaluations, coordination with the Staff Sergeant Parker Gordon Fox Suicide Prevention Grant Program, and annual VA reviews of program effectiveness; and directs the VA Secretary to issue regulations within 180 days of enactment and submit reports to Congress beginning two years after enactment (and annually thereafter) on findings and recommendations for TBI services. The section authorizes $30,000,000 for FY2026 through 2028 (available until expended) and permits use of existing VA mental health care funds.
