S. 3132 — Emergency Relief for Hungry Families Act of 2025

This section establishes an exemption from the Supplemental Nutrition Assistance Program (SNAP) equal treatment requirement—prohibiting authorized retail food stores from offering incentives to SNAP users—for stores during a "covered period," defined as when Department of Agriculture appropriations have lapsed and SNAP participants are not receiving any or full benefits. (Thus, stores may offer such incentives without a waiver for the entire covered period, and doing so does not violate 7 CFR 278.2(b) or successor regulations.)
