S. 3143 — HOPE Act

This section amends INA §212(d)(5) (8 U.S.C. 1182(d)(5)) to authorize the Secretary of Homeland Security to temporarily parole into the United States, on a case-by-case basis and under prescribed conditions, certain veterans (as defined in 38 U.S.C. 101)—who are outside the country due to a removal order or voluntary departure under INA §240B (8 U.S.C. 1229c)—to receive health care furnished by the Department of Veterans Affairs under 38 U.S.C. ch. 17. Such parole is not regarded as an admission, requires the veteran to return or be returned to prior custody once the purpose is served, and is unavailable for those inadmissible due to a conviction for a crime of violence (excluding purely political offenses, per 18 U.S.C. §16(a)) or a national security crime for which the individual served at least five years imprisonment.
