S. 3149 — Responsible Wildland Fire Recovery Act

This section declares the purpose of the Act to ensure that parties affected by wildland fires resulting from management activities conducted by the Department of Agriculture on National Forest System lands are eligible for 100 percent funding to remediate direct and indirect damages under authorized federal recovery programs.

This section authorizes the Secretary of Agriculture to waive any cash matching fund requirement under USDA wildland fire recovery programs (i.e., covered matching requirement) for projects responding to a covered wildland fire (i.e., a wildland fire, including wildfire, prescribed fire, or resulting watershed impairment, determined by the Secretary to result from USDA management activities on National Forest System lands) in affected areas. The authority applies notwithstanding any other provision of law and covers projects for states, Indian tribes, localities, or individuals.
