S. 3155 — COACH Act

This section requires the Small Business Administration (SBA) Administrator to publish or update, not later than one year after enactment and every five years thereafter, a resource guide for small business concerns operating as child care providers that covers (1) operations (including marketing and management planning); (2) finances (including financial planning, financing, payroll, and insurance); (3) compliance with relevant laws (including the Internal Revenue Code and Small Business Act); (4) training and safety (including equipment and materials); (5) quality (including eligibility for funding as an eligible child care provider under the Child Care and Development Block Grant Act of 1990); and (6) other appropriate matters. Before publishing or updating the guide, the Administrator must consult with the Secretary of Health and Human Services, representatives from lead agencies designated under the Child Care and Development Block Grant Act (i.e., state agencies that administer child care block grants and develop state plans), representatives from local or regional child care resource and referral organizations, and other relevant entities; the guide must be published on the SBA website in English and the 10 most commonly spoken non-English languages in the United States (including Mandarin, Cantonese, Japanese, and Korean), with distribution required through SBA offices and entities such as women's business centers, small business development centers, Service Corps of Retired Executives chapters, and Veteran Business Outreach Centers to child care providers (Thus, the guide supports administrative capacity for small child care businesses, including those seeking CCDBG funding.).
