S. 3162 — A bill to require the Secretary of Defense to carry out a pilot program under which the Secretary shall develop and implement a comprehensive wastewater surveillance system at certain installations of the Department of Defense, and for other purposes.

This section establishes a pilot program requiring the Secretary of Defense, commencing not later than 180 days after enactment, to develop and implement a comprehensive wastewater surveillance system—using appropriate technologies and a uniform data system across the Department of Defense—at not fewer than four military department installations to improve testing, identification, and analysis of covered drug usage and to identify infectious disease prevalence among Armed Forces members. The pilot program, which lasts two years from commencement, must include at minimum (1) one wastewater surveillance system for covered drugs (i.e., schedule I or II controlled substances under the Controlled Substances Act, excluding drugs newly added to those schedules that received FDA approval under 21 U.S.C. 355 not later than 20 years before enactment) at one installation, and (2) one such system for infectious diseases at one installation. Not later than 90 days after the pilot program's termination, the Secretary must submit a report to the congressional defense committees summarizing findings, recommending interventions or policy changes based on observed trends, and assessing the program's effectiveness in enhancing force health protection and readiness; the Secretary must use existing DoD resources and authorities.
