This section directs the Secretary of Defense to provide the congressional Armed Services Committees, not later than March 1, 2026, a briefing on increasing procurement of strategic and critical materials (as defined in 50 U.S.C. 98h-3(1)) from U.S. sources. The briefing must include (1) identification of 10 such materials included in the National Defense Stockpile as of enactment for which increased domestic procurement could expand U.S. production and reduce supply chain vulnerabilities; (2) recommended or required procurement amounts for each over the subsequent three-year period; (3) a list of those materials with target U.S. procurement percentages suitable for public release to industry, allies, and partners; and (4) anticipated challenges to such increased procurement.
