S. 3169 — UNLOCK Housing Act

This section adds to the list of eligible activities under the Community Development Block Grant (CDBG) program a new paragraph (27) authorizing metropolitan cities, urban counties, states, units of general local government, insular areas, or Indian tribes receiving CDBG allocations under section 106 to construct new residential housing for low- and moderate-income persons, with or without assistance from a neighborhood-based nonprofit organization or other private or public nonprofit organization. (As background, the CDBG program provides formula block grants to states and localities for community development activities benefiting low- and moderate-income persons; previously, new housing construction was generally ineligible.)
