This section establishes a seven-year pilot program under which the U.S. Postal Service may enter into agreements with state, local, or Tribal governments to receive money, property, or services to defray net costs of requested ZIP Code boundary changes or realignments. (Thus, if the Postal Service denies such a request solely due to net costs, it must notify the requester of the program, provide a cost estimate, allow at least 30 days to propose an agreement, give it due consideration, and—absent other denial factors—approve the request if costs are defrayed.) The Postal Regulatory Commission must submit annual reports to the Senate Committee on Homeland Security and Governmental Affairs and the House Committee on Oversight and Government Reform, beginning 360 days after enactment of this Act, detailing requests received and their outcomes, agreements entered, and denial notifications and cost estimates. The Postal Service must, upon request by any Member of Congress, report factors contributing to any such denial. The pilot program terminates seven years after enactment.
