S. 3177 — Citizen Ballot Protection Act

This section revises mail voter registration form requirements under the National Voter Registration Act of 1993 (NVRA) by (1) transferring authority to prescribe the national form from the Federal Election Commission to the Election Assistance Commission, and (2) authorizing states to require proof of U.S. citizenship from applicants on the national form (in addition to existing criteria under NVRA section 9(b)) and on state-developed forms meeting those criteria. (NVRA section 6 requires states to accept the national form and permits equivalent state forms for federal elections; previously, states could not impose additional requirements such as proof of citizenship.)
