This section amends the National Institute of Standards and Technology Act (15 U.S.C. 271 et seq.) to establish the National Biopharmaceutical Manufacturing Center of Excellence. The NIST Director must solicit applications and competitively award a grant or other transaction agreement, within 180 days of enactment, to one eligible non-federal entity—a public-private partnership, institution of higher education, or consortia thereof—to operate the center. The center's objectives include advancing biopharmaceutical manufacturing science (especially for products vital to U.S. national, health, and economic security) through flexible technologies, process improvements, equipment upgrades, supply chain self-sufficiency, good manufacturing practices, workforce training with educational partners, multi-entity collaborations (e.g., institutions of higher education, pharmaceutical manufacturers, government agencies), and data sharing with federal biotechnology coordinators. Authorized funding supports facility construction, collaborative research on scaling commercial production, workforce training programs, and related research and development. Applications must detail prior experience, plans for objectives, partnerships, and facility use of funds; selection considers such criteria (as specified by the Director).
