S. 3192 — REDUCE Act

This section requires each Transmission Organization to allow aggregators of retail customers to submit bids aggregating demand flexibility from customers of utilities that distributed more than 4,000,000 megawatt-hours in the previous fiscal year, notwithstanding any State law or State commission prohibition. The section further directs the Federal Energy Regulatory Commission to issue a rule implementing this requirement not later than one year after the date of enactment.
