S. 3196 — Right to Representation for Department of Veterans Affairs Workers Act of 2025

This section establishes a right for covered Department of Veterans Affairs (VA) employees to be represented by a representative of their choice, on duty time if applicable, at any examination conducted by the Secretary if the employee requests representation upon believing it may result in disciplinary action. Covered employees include individuals in VA positions excluding (1) senior executives (as defined in 38 U.S.C. §713(d)), (2) those appointed under 38 U.S.C. §§7306, 7401(4), or 7405, or (3) political appointees (as defined in 38 U.S.C. §714(h)).
