S. 3202 — Advanced Artificial Intelligence Security Readiness Act of 2025

This section directs the Director of the National Security Agency (NSA), acting through the Artificial Intelligence Security Center, to develop and disseminate security guidance identifying vulnerabilities in covered artificial intelligence technologies—advanced AI systems with critical capabilities (e.g., matching human expert performance in chemical, biological, radiological, and nuclear matters, cyber offense, or self-improvement) posing a grave national security threat if stolen by foreign threat actors—and artificial intelligence supply chains, focusing on unique cybersecurity risks. The guidance must identify unique vulnerabilities and supply chain elements vulnerable to compromise; outline strategies to identify, protect, detect, respond to, and recover from threats (including protecting model weights, mitigating insider threats, network access controls, and counterintelligence); and be issued in unclassified form with best practices (may include classified annex) plus classified briefing materials. In developing the guidance, the Director must engage AI developers and researchers (via document reviews, interviews, roundtables, and facility visits); leverage expertise from National Laboratories and other research centers; and consult agencies such as the Bureau of Industry and Security, NIST's Center for AI Standards and Innovation, DHS, and DOD. The Director must submit an initial progress report to the congressional intelligence committees within 180 days of enactment and a final report within 365 days (with unclassified, publicly available, and optional classified annex versions).
