S. 3204 — Preventive Health Savings Act

This section establishes requirements for the Director of the Congressional Budget Office (CBO) to determine, upon request by the chair and ranking minority member of the Budget Committee and the relevant primary jurisdiction committee in either chamber, whether proposed legislation would result in net reductions in budget outlays in the budgetary outyears (i.e., two consecutive 10-year periods beginning with the first fiscal year 10 years after the current fiscal year) through preventive health care (i.e., actions to protect, promote, and maintain health and prevent disease using evidence-based interventions). If such reductions are found, CBO must include a description and estimate of them in relevant projections and may extend projections to include budgetary outyears notwithstanding standard time periods under the Congressional Budget Act of 1974; however, these estimates are supplementary and cannot be used for budgetary enforcement compliance.
