S. 3205 — Improving Veterans Access to Congressional Services Act of 2025

This section authorizes Members of Congress to use Department of Veterans Affairs (VA) facilities to meet with constituents upon request, subject to regulations prescribed by the VA Secretary within 90 days of enactment, with the Secretary and General Services Administration jointly identifying available spaces. The regulations must (1) require spaces to be available during normal business hours, visible and accessible to constituents, and subject to rent similar to General Services Administration rates (payable from a Member's Representational Allowance or Senator's Official Personnel and Office Expense Account); (2) prohibit use during the 60-day period preceding a federal election in the facility's jurisdiction; (3) comply with the Hatch Act (5 U.S.C. §§7321-7326) and 38 C.F.R. §1.218(a)(14) by barring campaigning, solicitation on laws or policies, interference with facility operations or security, and photographing or recording veterans, patients, visitors, or employees without consent (or for political materials); (4) not prohibit advertising such use; and (5) not unreasonably restrict access to unused space that does not impede VA operations.
