This section revises the commercial fishing safety training grant program (46 U.S.C. 4502(i)) and research grant program (4502(j))—which fund grants to states, territories, and nonprofits to reduce fatalities and injuries in the U.S. commercial fishing industry, the most dangerous U.S. occupation—as follows: (1) expands authorized activities to include training on, and research into, behavioral and physical health risks such as substance use disorder and worker fatigue facing fishing vessel personnel; (2) requires grants to be awarded on a competitive basis using criteria developed in consultation with the Coast Guard Commandant (previously, awarded in consultation with and based on criteria established by the Commandant); and (3) provides $6 million annually to the Secretary of Health and Human Services for each of FY2025 through FY2029 (from $3 million for FY2023).
