S. 3230 — Family Caregiver Peer Support Act

This section establishes a new section 415 of the Older Americans Act of 1965 authorizing the Secretary of Health and Human Services to award grants to eligible entities (i.e., states, nonprofit organizations, institutions of higher education as defined in 20 U.S.C. 1001, aging and disability network entities, junior or community colleges, Indian Tribes, and Tribal organizations) to develop or expand in-person and virtual peer support programs for family caregivers (as defined in the RAISE Family Caregivers Act). Grant funds may be used (1) to develop or expand peer support programs, including assistance navigating administrative or financial forms, policies, processes, and emotional support; (2) to train, recruit, and retain certified peer support specialists; and (3) to develop, expand, or improve virtual peer, mental, and behavioral health support services, including language access such as translation, interpretation, and American Sign Language services for family caregivers for whom English is not the primary language. The Secretary must identify underserved regions and populations lacking such programs; prioritize grant applicants serving low-income communities, underserved racial and ethnic communities, communities with high numbers of immigrants or non-English primary language speakers, the LGBTQ+ community, family caregivers younger than age 35, or family caregivers with a disability; and conduct outreach to increase family caregiver awareness of the grants. Authorizes $10 million for each of FY2026 through FY2030.
